Two HVAC quotes can show similar equipment and very different projects. One may include load calculations, electrical work, permits, controls, drainage, startup testing and rebate paperwork; another may leave several of those items for later. The useful comparison is not the number at the bottom—it is the complete scope needed to deliver a safe, comfortable and inspectable system.

This checklist is designed for Massachusetts homeowners comparing central air, furnace, boiler, heat-pump or ductless proposals. It also works when a repair diagnosis has turned into a replacement discussion.

First, make every contractor price the same goal

Write a short project brief before requesting bids. Include the address and town, house type, conditioned floors, existing fuel and equipment, rooms that are uncomfortable, recent repairs, electrical-panel rating if known, and whether you want whole-home conditioning or selected zones. Contractors can propose different solutions, but they should be solving the same stated problems.

The 12 items every HVAC proposal should make clear

1. Design conditions and load calculation

Ask how the contractor determined heating and cooling capacity. Square footage alone is not a complete design method. Insulation, windows, air leakage, orientation, additions, ceiling heights, existing distribution and local winter design conditions all matter. 2. Exact equipment and matched-system data

The quote should list manufacturer, model numbers, capacities and efficiency ratings for indoor and outdoor components. For heat pumps, ask for low-temperature capacity and the matched-system reference used for program eligibility. “Three-ton high efficiency system” is not enough detail to compare.

3. Distribution and room-by-room result

For ducted systems, identify supply and return modifications, sealing, balancing and filter access. For ductless systems, list each indoor unit, location, capacity and line-set path. For boilers, document emitters, zones, pumps, controls and any changes to venting or domestic-hot-water production.

4. Electrical work

Confirm whether new circuits, disconnects, surge protection, service or panel upgrades, condensate pumps and controls are included. The quote should name who performs the electrical work and whether its permit and inspection are included.

5. Fuel, venting and combustion work

For gas, oil or propane systems, identify fuel piping, venting, chimney-liner work, combustion-air requirements, removal or disconnection and final testing. For hybrid or partial-home heat-pump designs, document how the original system will interact with the new equipment and controls.

6. Outdoor-unit location and protection

The proposal should show the pad, stand or bracket; required clearances; snow and roof-runoff protection; drainage; service access; and line-hide route. Coastal projects also need property-specific attention to salt, wind and flood exposure. Review coastal heat-pump siting before approving a location.

7. Permits and licensed trades

Do not accept “permits by owner” without understanding the consequences. Massachusetts guidance says central air-conditioning work requires a building permit and licensed trades as required by law; project specifics can trigger sheet-metal, electrical, plumbing or gas requirements. Use the state’s Home Improvement Contractor resources and your town’s inspectional-services office, then make the responsible party explicit in the contract.

8. Incentives and financing assumptions

Separate gross project price from rebates, instant incentives and financing. Ask who confirms eligibility, submits documentation and carries the risk if a program rejects the application. 9. Removal, patching and site restoration

List abandoned equipment, refrigerant recovery, oil-tank or fuel-system work if relevant, wall penetrations, line-hide, carpentry, painting and debris removal. If another trade must complete restoration, the exclusion should be visible before work begins.

10. Startup, testing and homeowner handoff

Ask what measurements will confirm performance after installation: airflow, static pressure, refrigerant commissioning, combustion testing, control operation, condensate drainage and room or zone checks as applicable. Request model and serial numbers, permit signoffs, manuals, warranty registration and a walkthrough of controls and maintenance.

11. Labor and equipment warranties

Compare manufacturer parts, compressor or heat-exchanger coverage, contractor labor, registration deadlines and exclusions. Ask who handles a warranty claim and whether diagnostic, refrigerant, travel or after-hours charges remain your responsibility.

12. Schedule, deposits and change orders

Document an estimated start window, project duration, equipment availability, inspection dependencies, payment schedule and the process for unexpected work. Weather, utility coordination and inspections can change timing; a responsible quote distinguishes an estimate from a guaranteed arrival or completion date.

South Shore questions that belong in the quote

Ask the bidder to account for the property rather than the town name alone. Hingham municipal-electric and historic-property questions differ from a standard utility path. Marshfield and Plymouth projects may involve coastal siting, oil or propane, flood context and longer routing or inspection coordination. For Quincy, Weymouth and Braintree, clarify multifamily access, available outdoor space, electrical utility, duct constraints and parking or equipment-removal logistics. Those details can change scope even when two houses need the same nominal system type.

Red flags when comparing proposals

  • No model numbers or written scope.
  • Capacity based only on the old nameplate or square footage.
  • A rebate presented as guaranteed without address and equipment eligibility.
  • Permits omitted or assigned vaguely to the homeowner.
  • A large deposit without clear equipment, milestones or contract terms.
  • No explanation of duct, electrical, fuel, drainage or restoration work.
  • Pressure to sign immediately because a discount “expires today.”
  • No labor-warranty terms or commissioning records.

Mass Save recommends proposals from at least two or three contractors for qualifying heat-pump work. More bids are not automatically better; the goal is enough comparable information to understand design differences and select a complete scope.
